advancing our industry advocacy OFF THE SHOULDER T he Professional Beauty Association (PBA) is making significant progress on the Small Business Tax Equalization and Compliance Act, also known as the FICA Tip Tax Fairness Legislation. This initiative has been at the top of PBA's agenda for several years and has made serious advances in the House of Representatives Ways and Means Committee this year. The beauty industry is the second highest tipped industry in the U.S., just behind the restaurant industry. Congress has unfairly afforded the restaurant industry a dollar-for-dollar tax credit on employee tip income since 1993. If passed, this legislation would provide salon/spa owners equal tax benefits, allowing them to reinvest in their business and the industry as a whole. House Ways and Means Committee Chairman Dave Camp (R-MI) aims to pass tax reform in the 113th Congress and established 11 tax reform working groups, which were responsible for compiling feedback from interested stakeholders. PBA met with the group focused on small businesses, and submitted the FICA Tip Tax Fairness Legislation to be included in the House Ways and Means Joint Committee on Taxation (JCT) Tax Reform Working Group Report. The legislation was accepted and is included on page 550 of the official report. Alex Brill, CEO of Matrix Global Advisors, conducted a study in March analyzing the economic impact of this legislation. The positive findings were provided to Congressional Members and the JCT at the end of the July. Now the JCT is working on developing a score for the legislation and an official bill will be introduced in the fall. Senator Debbie Stabenow (D-MI), and Congressmen Sam Johnson (R-TX) and John Lewis (D-GA) will sponsor the bill. NEXT STEPS... "It took months for them to get dehydrated, so it's going to take a while to get them back," she reasons. "We do a series of treatments, so starting in October would be optimal. Then we get them in about every four weeks and rotate them out of a glycolic peel, hydration treatment or microderm, depending on the damage."
